The Turkish club are believed to have offered the 29-year-old a two-year deal with an option of a third, worth in the region of £2.8million per season.
Sturridge joined Liverpool in January 2013 and went on to score 68 goals in 160 appearances for the club.
Injuries hampered his latter years at Anfield, with the England international starting just five games in the Premier League last season.
Sturridge was recently cleared to play again after being handed a short ban for breaching betting rules.
